Director Lampkins was born and raised in Washington, D.C., where he was educated in grades k-12. He completed his high school studies at Eastern High School in 1972 as the Class President.
Dr. Lampkins continued his postsecondary level education by pursuing and completing the requirements for a Bachelor of Science degree in Biology and Chemistry, with minors in Secondary Education and Mathematics, at Daemen College, Amherst, NY. He received a Master of Arts degree from the University of the District of Columbia, majoring in Administration and Supervision. His terminal degree, Doctorate of Education, was received from the Virginia Polytechnic Institute and State University, where he specialized in Educational Administration and a cognate in Business – Human Resources. Additionally, he completed other graduate studies at the University of Virginia, Harvard University, Oxford University in Oxford, England.
The illustrious career of Dr. Lampkins spanned 36 years, during which time he served as a teacher of science and mathematics, high school assistant principal, middle and high school principal, Director of School Leadership, Director of Curriculum and Instruction, Assistant Superintendent, and Deputy Superintendent. The highlight of his career was a teaching assignment at the Carol Morgan School in Santo Domingo, Dominican Republic.
A significant event in his life was his initiation into the Omega Psi Phi Fraternity, Inc., Nu Upsilon Chapter on November 23, 2013. During his 15+ years as a member of this premier fraternal entity, he has served as chapter Basileus, Vice Basileus, Assistant to the Vice Basileus, and the chairman/member of committees including Scholarship, Toys for Tots, Talent Hunt, and Social Actions. He continues to serve as the chairman of the chapter Talent Hunt Committee.
At the district level of the fraternity, Dr. Lampkins, a district life member, successfully served as the 2nd District First Vice District Representative (two terms), 2nd District Keeper of Records and Seal (two terms), 2nd District Talent Hunt Chairman for 8 years, during which time he was selected as Chairman of the Year for 3 consecutive years. He currently serves as a member of the 2nd District Talent Hunt, Life Membership, and Scholarship Committees. At the international level of the fraternity, Dr. Lampkins, an international life member, served on the International Talent Hunt Committee for 8 years as the 2nd District Talent Hunt Chairman and as an at-large member for 6 years until his recent 2018 appointment as the Vice Chairman of the International Talent Hunt Committee. Additionally, he serves as the secretary/charter member of the Board of Directors of the International Talent Hunt Foundation, Inc., a 501c3, non-profit entity.
Other activities in which he is involved include being the Board Chairman for Communities In Schools – Delaware; member of the Board of Directors of the Mental Health Association of Delaware; and member of Bethel AME Church in Wilmington, DE where he serves in the Sanctuary Choir and as the Scholarship Committee Coordinator. He enjoys music; learning/speaking Spanish; reading; working with young people; and working for Omega Psi Phi Fraternity, Inc.
