Charles L. Duke

Charles L. Duke is an Internal Policy Analyst / Human Resources Administrator for the Kentucky Department of Revenue – Office of the PVA’s. He is charged with the HR and benefits for over 500 state employees and maintains a $40 million dollar budget. Charles advises 120 elected officials regarding Human Resources, Employee Relations and budgetary matters.

Charles is a community activist, serving as the secretary of the Lexington-Fayette County branch of the NAACP and is a life member. He is also a board member for the YMCA Black Achiever’s program, he is also co-leader for the senior cluster and chair of the Alumni committee. Charles is a coach/mentor to at-risk young people of color. His program “CLaSS Acts” takes 11th and 12th graders who for whatever the reason don’t plan to go to college immediately following high school. His program teaches career life and social skills, suggests career options, teaches public speaking and provides tutors to students in need. He is a 30 year Air Force veteran, and Toyota retiree, using skills acquired to make his community better.

Charles is requested to mentor young males and can often be found amongst young adults that have lost their way. He is a resource to those who feel they have no resources. A life member of Omega Psi Phi Fraternity, Inc., 5th District Talent Hunt Chair, MC of the 5th district Talent Hunt contest and mentor to contestants. Charles is the Treasurer of the International Talent Hunt Foundation. Charles lives in Lexington, Kentucky, enjoys traveling, exploring new restaurants with his wife and dabbling with building websites.
